IMPORTANT REGULATORY NOTE

Ashley James Medical is in the process of applying for registration with the Care Quality Commission (CQC). Until registration is granted, Ashley James Medical does not itself carry on regulated activities. Where regulated activities are required prior to registration, these are delivered by appropriately registered third-party CQC providers under separate contractual arrangements, and Ashley James Medical does not represent itself as a CQC-registered provider until registration is complete.

GOVERNANCE HIERARCHY

  • Organisational accountability sits with the Registered Manager, supported by the Director.

  • Clinical governance is led by the Clinical Lead Paramedic; medicines governance by the Chief Pharmacist; medical oversight by the Chief Medical Officer; and operational delivery by the Operations Manager, with defined escalation and assurance routes between roles.

1. PURPOSE, MISSION AND VALUES

What we do

Ashley James Medical is establishing a regulated and licensed framework to provide medical services across community, event, transport, repatriation, and specialist operational environments.

​

How we achieve this

Care will be delivered through appropriately trained clinicians operating within defined scopes of practice, supported by governance systems to ensure clinical decision-making is lawful, evidence-based, proportionate, and patient-centred. Services are planned in advance wherever possible, with documented risk assessments, escalation pathways, and clinical oversight.

Oversight and assurance

Values and standards are embedded through induction, mandatory training, clinical supervision, audit, and incident review. Adherence is monitored by senior management and the Clinical Lead.

2. REGULATED ACTIVITIES (APPLIED FOR)

Ashley James Medical is in the application stage for registration to carry on the following regulated activities:

  • Treatment of Disease, Disorder or Injury

  • Transport Services, Triage and Medical Advice Provided Remotely

​

How these activities will be delivered

Once registered, clinical assessment, treatment, advice, and transport will be delivered by registered clinicians using nationally recognised clinical guidance (including NICE, UKRC and JRCALC where applicable), supported by organisational policies covering consent, safeguarding, medicines management, documentation, and escalation.

Oversight and assurance

Delivery will be monitored through clinical record audit, incident reporting, and review by the Registered Manager and Clinical Lead.

 

3. LOCATIONS WHERE REGULATED ACTIVITIES WILL BE CARRIED ON

Mobile delivery

Regulated activities will also be delivered on a mobile basis across England and Wales in venues, public spaces, vehicles, and transfer environments.

How safety is ensured

Each deployment will be governed by documented risk assessment, vehicle and equipment checks, confirmation of staff competence, and communication arrangements. Mobile services will operate under the same governance controls as fixed-base activity.

 

4. SERVICE USER GROUPS

Ashley James Medical will provide care to adults, older people, children and young people (where appropriate), and individuals with physical illness, injury, or intoxication.

How needs are met

Care is tailored to individual presentation, capacity, and risk. Where children or vulnerable adults are involved, safeguarding thresholds and escalation pathways are applied.

​

Oversight and assurance

Safeguarding practice is overseen by the Level 5 Safeguarding Lead, with training, reporting, and audit mechanisms in place.

5. SCOPE OF SERVICES (PROPOSED)

5.1 Community, Event and Venue Medical Services

Ashley James Medical will provide planned medical cover for a wide range of public, private, and community-facing environments, including but not limited to:

5.1.1 Event Medical Cover

  • Music festivals and concerts

  • Sporting events (including endurance and mass-participation events)

  • Equestrian and agricultural shows

  • Charity, community, and faith-based events

  • Cultural, arts, and civic celebrations

  • Fireworks displays and seasonal public events

​

5.1.2 Public Venues and Visitor Attractions

  • Theme parks and amusement venues

  • Zoos, aquariums, and wildlife parks

  • Museums, galleries, and heritage sites

  • Public landmarks and large-capacity attractions

  • Transport hubs, stations, and airports

​

5.1.3 Night-Time Economy (NTE) Medical Services

  • Licensed nightclubs and bars

  • Late-night entertainment venues

  • Large-capacity music and performance venues

​

5.1.4 TV, Film and Media Production

What we provide

  • Planned medical support across all phases of production

  • On-site medical assessment and treatment for cast, crew, contractors, and production staff

  • Medical standby during filming, rehearsals, stunts, special effects activity, and live recording

  • Medical support during set construction, rigging, fit-out, and set striking (de-rigging)

  • Clinical cover across studios, backlots, temporary structures, location shoots, and remote filming environments

 

How we achieve this

  • Services are planned in liaison with production management, construction supervisors, and safety teams

  • Provision is informed by a documented medical risk assessment reflecting production phase, work activities, environment, duration, and workforce profile

  • Clinicians are deployed according to identified clinical risk and operate strictly within defined scope of practice

  • Escalation pathways to local statutory emergency services are established and reviewed for each location

  • Provision adapts as productions move between construction, filming, and strike phases

  • Patient contacts are documented and reviewed through organisational audit and clinical governance

 

5.2 Patient Transport and Inter-Hospital Transfers

Ashley James Medical will provide regulated patient transport services, including:

​

  • Planned Patient Transport Services (PTS) for admissions, discharges, outpatient appointments, and private medical attendances

  • Urgent and time-critical transfers where ongoing monitoring and treatment are required

  • Inter-hospital and inter-facility transfers including monitored and high-dependency transfers

  • “Wait and return” diagnostic and treatment support where clinically appropriate

 

How services are delivered
Transfers will be undertaken using appropriately equipped vehicles and clinicians with the required competencies. Clinical responsibility is maintained throughout transport, with structured handover at receiving facilities.

Oversight and assurance
Transport activity will be monitored through clinical audit, vehicle governance checks, and incident reporting.

 

5.3 Repatriation Services

Ashley James Medical provides medical repatriation services including:

​

  • UK-wide and European road-based medical repatriation

  • Attending clinician flight escort services (commercial or charter flights)

 

How services are delivered
Repatriation is planned in advance with review of medical stability, transport mode, and contingency arrangements. Clinicians operate strictly within professional scope and organisational governance.

 

5.4 VIP & Corporate Event Medical Services

What we provide

  • Bespoke clinical standby and medical support for high-profile corporate and VIP events

  • Cover for conferences, executive meetings, award ceremonies, product launches, and private functions

  • On-site assessment, treatment, monitoring, and escalation of illness or injury

 

How we achieve this

  • Services are planned using a documented medical risk assessment proportionate to the event profile

  • Clinicians are deployed based on identified risk and operate within defined scope of practice

  • Escalation pathways to statutory emergency services are established

  • Patient contacts are documented and reviewed through clinical governance processes

 

5.5 Close Protection Medical Services (Medical Only)

What we provide

  • Medical-only close protection support alongside professional security teams

  • Immediate medical assessment and intervention for protected persons during planned movements or dynamic environments

  • Clinical support for illness, injury, or medical deterioration

 

How we achieve this

  • Services are coordinated with client security/risk arrangements while remaining clinically independent

  • Clinicians do not undertake security functions

  • Escalation and conveyance decisions are guided by clinical need and local emergency service access

 

5.6 Touring Artist and Production Medical Services

What we provide

  • Medical support for touring artists, performers, and production teams

  • On-site and mobile assessment and treatment during rehearsals, performances, and travel

  • Support for acute illness, injury, or exacerbation of existing conditions

 

How we achieve this

  • Provision is planned in line with tour schedules, venues, and travel requirements

  • Continuity of care is maintained through documented clinical records

  • Liaison with local healthcare services is established for escalation

  • Confidentiality and discretion are maintained at all times

 

5.7 Yacht and Maritime Medical Services

What we provide

  • Medical support for private yacht charters and maritime operations

  • Clinical assessment and treatment for guests and crew while onboard or docked

  • Medical standby and advice where definitive care may be delayed

 

How we achieve this

  • Services are planned based on voyage profile, operating environment, and contingency planning

  • Clinicians operate within scope and organisational governance

  • Escalation plans include ports, shore-based facilities, and maritime rescue pathways

  • Where services occur outside England, UK clinical standards continue to be applied (CQC jurisdiction may not apply outside England)

 

5.8 Expedition and Remote Medical Services

What we provide

  • Medical support for expeditions and professionally guided remote activities

  • Assessment and management of illness/injury where definitive care is delayed

  • Medical advice, monitoring, stabilisation and support prior to evacuation

 

How we achieve this

  • Provision is planned following detailed review of environment, remoteness, duration, and participant risk

  • Clinicians operate within defined scope and organisational governance

  • Escalation and evacuation pathways are identified in advance

  • Services focus on stabilisation, risk reduction, and transfer to higher care where required

 

Assurance across Corporate, VIP and HNW services
Across all Corporate, VIP and HNW services: clinical care is delivered by competent clinicians; medicines are governed through organisational medicines management (including PGDs where applicable); safeguarding, consent, and capacity requirements apply; and clinical activity is documented, audited, and reviewed as part of continuous quality improvement.

 

6. EXPLICIT EXCLUSIONS OF CARE

Ashley James Medical does not:

​

  • Provide NHS 999 emergency ambulance response services

  • Operate as a statutory emergency call-handling organisation

  • Accept unplanned emergency calls directly from members of the public

  • Detain patients under the Mental Health Act

  • Provide inpatient hospital or ward-based care

  • Provide GP registration or primary care services

​

Exception – Statutory request via NHS systems (GoodSAM)
Clinicians may respond to unplanned emergency incidents only when formally requested by a statutory ambulance service, including activation via recognised systems such as GoodSAM, to provide immediate life-saving care prior to ambulance arrival. Incident command remains with the statutory ambulance service.

7. CLINICAL GOVERNANCE AND QUALITY ASSURANCE

Clinical governance is delivered through leadership oversight, policies, training, audit, and incident management.
At least 10% of clinical records are audited. Significant events trigger investigation, learning, and action plans reviewed by senior leadership.

8. MEDICINES MANAGEMENT AND PGDs

Governance structure
Medicines governance is overseen by the Medicines Management Group (MMG) comprising the Registered Manager, Clinical Lead Paramedic, Chief Pharmacist, and Chief Medical Officer.

How PGDs operate
PGDs are used where appropriate and only by authorised HCPC-registered Paramedics engaged by Ashley James Medical. Each PGD is approved, version-controlled, and supported by training and competency assessment.

​

Monitoring
PGD use is audited; adverse events are reviewed; and learning is reported to the MMG.

​

9. INFECTION PREVENTION AND CONTROL

Standard Infection Control Precautions are applied to every patient contact. Vehicles and equipment are cleaned to defined schedules, and clinical waste is disposed of lawfully.

Oversight
Compliance is monitored through audit and incident review by the Operations Manager, Clinical Lead Paramedic, and Director.

 

10. INFORMATION GOVERNANCE

Patient records are created for every contact, stored securely, and processed lawfully under GDPR. Access is role-restricted.

 

Oversight
Information governance is overseen by the SIRO and Caldicott Guardian.

11. CONSENT AND MENTAL CAPACITY

Consent is obtained wherever possible. Capacity is assessed where doubt exists, and best-interest decisions are documented when required.

​

12. SAFEGUARDING

Staff are trained to recognise and report safeguarding concerns. Clear referral pathways to statutory agencies are in place.
Oversight is provided by the Level 5 Safeguarding Lead.

13. HEALTH, SAFETY AND RISK MANAGEMENT

Dynamic and formal risk assessments, manual handling controls, vehicle checks, and safe-driving authorisation are used.
Performance is monitored through audits and incident review.

​

14. EQUIPMENT STANDARDS, CLEANLINESS AND SERVICING

Ashley James Medical utilises medical equipment, vehicles, and clinical consumables that are appropriate to the scope of services delivered and the environments in which care is provided. Equipment is selected to support safe assessment, treatment, monitoring, and escalation of patients across community, event, transport, and specialist operational settings.

How this is achieved

  • All medical equipment used by Ashley James Medical is fit for purpose, CE/UKCA marked where applicable, and used in accordance with manufacturer guidance and professional standards

  • Equipment is subject to pre-use checks, routine inspection, and scheduled servicing or calibration as required

  • Vehicles, stretchers, monitoring equipment, oxygen delivery systems, suction units, and defibrillators are included within formal equipment checking and servicing regimes

  • Cleaning and decontamination of equipment and vehicles is undertaken in line with Infection Prevention and Control (IPC) policies, including the use of appropriate cleaning agents and single-use consumables

  • Clinical waste and sharps are segregated, stored, and disposed of in accordance with legal requirements

Oversight and assurance

  • Responsibility for equipment readiness, cleanliness, and servicing is defined within organisational governance arrangements

  • Equipment checks, cleaning schedules, and servicing records are documented and retained

  • Compliance is monitored through audit, incident reporting, and management review

  • Any equipment faults, failures, or contamination risks are escalated promptly and equipment removed from service until resolved

15. BUSINESS CONTINUITY

A formal Business Continuity Plan addresses staffing, vehicles, IT, and communications to ensure continuity of safe care during disruption.

​

16. STAFFING, RECRUITMENT AND TRAINING

Safe recruitment checks are completed. Staff undergo induction, mandatory training, and ongoing competency review.

 

17. SPEAKING UP

A Freedom to Speak Up process allows staff to raise concerns without fear of detriment.

​

18. DUTY OF CANDOUR AND COMPLAINTS

Patients are informed when harm occurs. Complaints are acknowledged, investigated, and used for learning and improvement.

 

19. INSURANCE

Appropriate professional indemnity, employer’s liability, and specialist transport insurance are maintained and reviewed.

 

20. DECLARATION

This Statement of Purpose accurately reflects the proposed regulated and non-regulated activities and governance arrangements of Ashley James Medical.
